Must provide a student academic adjustments to ensure that s/he receives an equal opportunity to participate.  It is not required that such support produce identical results or levels of achievement for individuals with disabilities and persons without disabilities, but rather that person with disabilities have an equal opportunity to achieve the same results or levels of achievement in the most integrated setting appropriate.

An institution is under no obligation to assure the success of students with disabilities in higher education, only to assure that such students have the same opportunities as other students to be successful on the basis of their intellectual abilities and academic achievements.
