The University of Texas at El Paso (UTEP) Student Government Association Senate would like to stress the importance and support the passing of Proposition 4 which would amend the Texas Constitution to establish the National Research Fund to provide a source of funding that will enable emerging research universities in the state of Texas to develop into major research universities.
